While other universities in the country are established by the State Governments, a Central University in India is formed by the Government of India, by an Act of Parliament.
The Government of India is responsible for arranging, allocating and distributing financial resources required by the University Grants Commission (UGC) for the establishment of Central Universities in India. The higher education system in India being one of the largest in the world, the responsibility rests on the Central Government to devise policies with a view to improving the quality of higher education in India.
Some of the important Features of Central University:-
? The President of India acts as the ‘Visitor’ for all the Central Universities
? The President has the power to nominate a few members to the Executive Committee/Board of Management/Court/Selection Committees of the University in terms of the various statutes and provisions laid down in the University Act.
? The Ministry of Human Resources and Development (MHRD) assists the President of India in the appointment of Vice Chancellors, Court Nominees and Selection Committee Nominees.
There are 20 central universities in India at present, which included Aligarh Muslim University (AMU), Jawaharlal Nehru University (JNU), Jamia Millia in Delhi and Banaras Hindu University (BHU). HRD ministry decided to set up 12 new central universities and take over four existing State Universities. The move is aimed at ensuring that there is a central university in every State of the country. The 12 new central universities will come up in Kerala, Tamil Nadu, Karnataka, Gujarat, Rajasthan, Himachal Pradesh, Punjab, Jammu & Kashmir, Haryana, Bihar, Orissa and Jharkhand.
The four existing State universities that will be taken over by the Centre and upgraded into central universities are Hemwati Nandan Bahuguna Garhwal University, Srinagar, in Uttarakhand, Dr. Harisingh Gour University, Sagar, in Madhya Pradesh, Guru Ghasidas University, Bilaspur, in Chattisgarh, and Goa University, Goa.
The issue of prestige over who gets the central university had threatened yet another bout of violence between the Jammu region and Kashmir Valley to replicate last year Amarnath land row.But so far we hadn?t seen any demand from the Kashmir side except some kashmiri leaders make hue and cry alongwith Congressi and NC leaders .Now both the regions will get a university of their own. However, the state lost the IIM in the process, which was cleared by the Union Cabinet some months ago.
Congress and NC leaders are celebrating for this that they bring 2 Central Universities to our state.But is there any need of 2 Central university in small state like us(population wise) or will it be better if we have One Central University and one IIM?
Congress and NC who always claim that they love to bring the closeness and brotherhood between the two provinces but Are they really doing that or just trying to divide these two provinces by giving a Central University to each?Do they have accepted that there is a difference between Jammu And Kashmir. Is it going to increase the love between these two provinces which are increasing day by day? Why cant a Jammuitie can go to Sopore for studying In IIM and why cant Kashmiri can come to Samba and study there in Central University?
If we have central university in Jammu and IIM in Kashmir then it will be going to help not our state but students as well.Student from a Kashmir can come to Jammu for his/her studies in central University or a student from jammu can go to Kashmir and study there in IIM which surely going to bring love between both provinces.Its really shame on these leaders
Now about CUAS,they too are celebrating but I didn?t like the way they work during the protest days.Although they had done good job even getting support from us(common people).But I want to know from them why do they protests only on The college days why not on Holidays? And now the students who already have lost so many days of their academic session now they are going to start a demand for an open choice as they have done last year during Amarnath Land Row.I hope that this doesn?t happen this year.But I am very much sure that this is again going to happen and that?s why I am requesting CUAS in advance that they start advising these students from now only that they will not demand of this again.
Now about the parties who claimed themselves as the party who really belongs to Jammu and my question to them Why don?t you protest this year as well as you had done last year? Is it because soon there is not going to be any election. One journalist asked Ashok Khajuria,BJP leader why weren?t u protesting this year and he said, We were busy in assembly. Yes, true that they were busy in those sessions but what about your party members who weren?t busy in any assembly process.Except supporting CUAS and giving speeches,they had done nothing.And about Panthers Party they had done just Signature Campaign and nothing else.Thats why Even Omar Abdullah had given a very good comment that most of these signatures had done himself By BHIM SINGH<:D>
Getting 2 central Universities a shame for us or a thing to celebrate?
Yes somewhat it is a victory for Jammu but not as a whole State of Jammu Kashmir.So called Secularist Congress again make us Fool and we too are clapping for them,What a Shame. HRD Minister,Kapil Sipal uses his great mind and gave a university to kashmir instead of IIM because he himself knows that its going to be problem again and he has to approve one more IIM and 1 NIT? for Jammu too.He played his trick very well and we are celebrating.Great

This is really a shame for these leaders and v people.
Having one Central University and one IIM is really good for our state.
As it leaves a great impact on the students from rest of India and people so
to have good and clear image of our Naturally Great and Culturally Great Place Jammu And Kashmir.
Our Leaders/People should have to fight for assigning one project in Jammu Province and other in Kashmir Province which really fill the gaps between people from both the Provinces.

one point to keep in mind is that having an IIM in J&K does not mean that only ppl frm the state would get to study there.. infact i don’t think it’ll ‘ve more than one or two students frm the state.. similar is the case with a Central University, but it can accommodate more students than an IIM.. (i m not sayin that the we mustn’t ‘ve an IIM in the state).. the point is two CUs is better than one CU and one IIM..

Isnt it better to Have 1 IIM instead of extra Central university as no outsider is going to come to Sopore for studying there,maybe few Jammuities can go?

Its really the matter where we should see both the regions coming together and supporting the move. But I am ashamed that we are not even united when it comes to the development of our state. Two central universities in J&K will take the number of universities in the state to almost six, which in any case will not help as students in large number from both the regions go to different part of the country for their higher studies. The IIM would have helped a lot to the state in the overall development. Many business honchos can think of establishing business in this state. Many entrepreneurs can come out from the IIM.At last it would have served as a source of inspiration for many brilliant students who don’t get chance to go out for studies. The political leaders from both the regions have to rethink their decision for the betterment of the state and the students.
